Special Food Service Liquor License/Special Zones

House Bill 1647 allows smaller restaurants to be eligible for a Special Food Service (SFS) liquor license if they are located within the Downtown Community Redevelopment Area and the following Orlando Main Street Districts:

  • Audubon Park Garden District
  • City District
  • College Park Main Street
  • Curry Ford West
  • Gateway Orlando
  • Ivanhoe Village 
  • The Milk District
  • Mills 50 District
  • Parramore District
  • SoDo District
  • Thornton Park District
  • West Lakes District

SFS Guidelines

  • Businesses must have at least 1,800 sq.ft. of space (in lieu of 2,500 sq.ft.)
  • Businesses must have at least 80 seats (in lieu of 150 seats)
  • Businesses must derive 51% of their revenue from the sale of food and non-alcoholic beverages

Additional Information

  • Businesses seeking to change their liquor license or add additional seats may be subject to additional Planning and/or Permitting requirements and impact fees.
  • The Business Development Division will assist in making businesses aware of these potential fees and requirements prior to the business making application.
