Commercial Recycling Dumpsters

Orlando continues to strive to become a “zero waste” community, aiming to eliminate sending solid waste to landfills by 2040. In order to achieve this ambitious goal, the city needs to implement and support a variety of unique and innovative waste management initiatives. As such, requiring the opportunity for tenants to recycle at all commercial and multifamily properties will indeed contribute significantly to the city’s overall waste diversion efforts.

Phase-in Schedule

Phase I

Effective: October 1, 2019

Building type: New construction
Multifamily threshold:
 New development/ substantial improvements
Commercial threshold: New development/ substantial improvements

Required to submit a verification form in order to get Certificate of Occupancy (CO).

Phase II

Effective: April 1, 2020

Building type: Large
Multifamily threshold:
> 250 Units
Commercial threshold: > 200,000 sq. ft.

This would include retrofitting the property to include a recycling facility or sharing with another property.

Phase III

Effective: April 1, 2021

Building type: Medium
Multifamily threshold:
75 - 249
Commercial threshold: 100,000 - 199,999 sq. ft.

This would include retrofitting the property to include a recycling facility or sharing with another property.

Phase IV

Effective: April 1, 2023

Building type: All the rest
Multifamily threshold: 
All the rest
Commercial threshold: All the rest

Multifamily properties that are billed as single family residential are not included.

The three main parts of the new ordinance change are as follows:

1. Provide a recycling container.

2. Choose a provider to service that container.

3. Submit a recycling verification form.

Regarding number 3, the city offers free consultations to assist with the verification process. City staff will come out to your property and assess your recycling potential.

The Business Case for Recycling

Recycling reduces your monthly bill because collection is commonly discounted 50% over garbage collection. A typical office can recycle 50% of their waste and reduce the total waste bill by more than 20%.

For example, a business that has an eight yard dumpster that is dumped two times per week would pay $496.94 per month. If that same business implemented recycling, they would add a four yard recycle dumpster that is dumped two times per week and could drop one day of garbage pick-up per week, reducing their monthly solid waste fee to $373.75. This would give them a cost savings of $123.19 per month.
