Substantial Amendment to 2020 AAP

In accordance with 24 CFR 91.105(c)(2) of the federal regulations relative to citizen participation for Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, City of Orlando is making an amendment to the Program Year 2020 Annual Action Plan available to the public through this notice. The Program Year 2020 Annual Action Plan is a component of the Program Year 2016-2020 Consolidated Plan. This Amendment is available for a 5-day public review and comment period from December 1, 2020, to December 6, 2020.
This amendment will enable City of Orlando to receive and administer a second special allocation from the US Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19. This second allocation was authorized by the CARES Act, Public Law 116-136, and it includes $3,379,120 in Community Development Block Grant (CDBG-CV) and $1,846,707 in Emergency Solutions Grant (ESG-CV).
Activities funded by CDBG and ESG programs must contribute to the goals and objectives of City of Orlando’s Consolidated Plan and meet all applicable federal requirements.
