GENERAL ITEMS
State of the City –
The annual State of the City Address has been rescheduled from its original date to 10 a.m. on Monday, June 24th as we reflect on our city’s recent accomplishments and look forward to the future.
RSVPs are strongly encouraged, but not required. The speech will also be streamed live on Facebook and our website. Visit orlando.gov/SOC for more information.
POTUS Traffic Planning –
Tomorrow the President of the United States will visit Orlando to kick-off his reelection campaign and we expect this won’t be the last visit from a presidential candidate leading up to 2020. We know the Presidential visit has evoked feelings on both sides, but it is my hope that Orlando will once again remind the country that we are a community that is welcoming and inclusive and that we can have differing opinions and different political parties but still treat each other with respect.
With all that being said, we encourage those who may be traveling in or out of downtown tomorrow to plan for additional travel time in anticipation of traffic delays. Alternate forms of transportation, such as LYMMO, SunRail, and bike share, can also assist in getting around. Follow the City of Orlando on Twitter for the most up to date traffic information.
Fireworks at the Fountain –
We hope everyone will join us on Thursday, July 4 at Lake Eola Park for our 42nd annual Fireworks at the Fountain. Festivities will begin at 4 p.m.

ITEMS OF NOTE
B #1 – Award for Narcoossee Road Widening Improvements
On today’s agenda we are voting to approve a contract to begin work on the Narcoossee Road Widening Project. This project will help alleviate traffic issues in Southeast Orlando, make improvements to our water and sewer infrastructure and provide residents with a shared-use bike and pedestrian path that will connect to existing trails in the area.
G #1- Camping World Stadium Improvements Funding Agreement –
Four years ago we began the renovation of Camping World Stadium and today we will vote to approve funding from the Tourist Development Council that will help finish the job. The Camping World Stadium Improvements Funding Agreement includes upgrades and enhancements that will make this stadium second to none and ensure that Orlando remains a premier sports destination.
I #2- Authorization to Access Real-time Traffic Signal Data
For several years, the city has been leading initiatives and projects to become a “smarter” city that leverages technology to further connect us and ensure we are in a position to continue evolving, being what is called a “future-ready” city.
As we continue to pursue these efforts, today we vote on agreements that will allow us to safely share signal phasing and timing data with vendors. They will in turn process the data and share it with motorists directly through their vehicles.
Through this initiative we hope to further enhance traffic operations and the safety of all of our traveling public through the implementation of this real time sharing of the City’s traffic signal data.
HEARING
9 #3 – Approving Resolution for CRA Series 2020A Bonds
Open a public hearing concerning the proposed adoption of a Resolution Approving the Issuance by the Community Redevelopment Agency of Not to Exceed Seventy One Million Five Hundred Thousand Dollars of Tax Increment Revenue Refunding Bonds (Downtown District), Series 2020A. The purpose of the Bonds is to refund for savings the Agency’s Series 2010B Bonds, which were originally issued to finance a portion of the costs of the Dr. Phillips Center for the Performing Arts. In compliance with section 163.346, Florida Statutes, this hearing was advertised in The Orlando Sentinel on June 3, 2019, and Notices to Taxing Authorities were mailed on May 29, 2019.
9 #1 – Land Exchange Agreement for Conserv II
Public hearing for the sale of City property valued in excess of $500,000, as required by Chapter 13, Section 7, of the City Charter. Notice of the hearing appeared in the Orlando Sentinel on June 11, 2019 and approval of the sale will require a majority vote of all members of City Council.
The City property is held in the name of the City of Orlando and Orange County, each with a ½ interest, as part of the Conserv II Water Reclamation Facility.
The proposed purchasers are South Lake Crossings IV, LLC and CPB Hilltop, LLC, and the property, which consists of approximately 250 acres, is located in southeastern Lake County.
The contract price, and fair market value, of the property is $5,546,000. The contract price will be paid by an exchange of property with a fair market value of $4,581,000 and a cash payment of $965,000.
9 #5 – Final Assessment Resolution Imposing and Levying Special Assessments on Specially Benefited Properties to Support the Provision of Charity Health Care
On June 3, 2019 City Council adopted an Initial Assessment Resolution for the City’s imposition of an assessment that will assist in funding charity health care to uninsured and indigent members of the community. The hospitals subject to the assessment support the assessment. To complete the assessment proceedings and consider adoption of the Final Assessment Resolution, Council is required under the City’s Home Rule Special Assessment Ordinance to hold a public hearing. A notice of the hearing was advertised in the Orlando Sentinel on May 29, 2019.
