*All public viewing periods will end promptly at the scheduled time and be conducted in accordance with the Canvassing Board’s Public Viewing Process.

To request vote-by-mail ballots and for signature verification access, contact the Orange County Supervisor of Elections, at 407-836-2070 or visit ocfelections.com.

Pursuant to Section 101.68(2), Florida Statutes, if any elector or candidate present believes that a vote-by-mail ballot is illegal due to a defect apparent on the voter’s certificate or the cure affidavit, may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest against the canvass of that ballot, specifying the precinct, the voter’s certificate or the cure affidavit, and the reason they believe the ballot to be illegal. A challenge based upon a defect in the voter’s certificate or cure affidavit may not be accepted after the ballot has been removed from the mailing envelope.

The City of Orlando Canvassing Board will conduct duplication of vote-by-mail ballots received for the May 21, 2024, City of Orlando 2024 Special Election for Interim Commissioner District 5, that cannot be properly read by the voting system’s automatic tabulating equipment, pursuant to the requirements of Chapter 101 of the election laws of Florida, on Election Day, May 21, 2024, at 6:00 p.m., continuously and until the first unofficial results are obtained.

For the run-off election, (if necessary) the City of Orlando Canvassing Board will conduct duplication of vote-by-mail ballots received for the June 18, 2024, City of Orlando Run-Off Election, that cannot be properly read by the voting system’s automatic tabulating equipment, pursuant to the requirements of Chapter 101 of the election laws of Florida, on Election Day, June 18, 2024, at 6:00 p.m., continuously and until the first unofficial results are obtained.

Meetings are conditional and subject to change. If it is necessary for the Board to meet at dates and times not listed, the time, date, and location will be posted at the office of the Supervisor of Elections and/or on the Supervisor of Elections website and/or on the City of Orlando’s website and announced at the conclusion of the preceding meeting. Additionally, each meeting may be continued from time to time as needed to address the matters before the Canvassing Board at such meeting and the Canvassing Board may discuss other issues or address other matters, in addition to those set forth above, to accomplish the functions of the Canvassing Board.  

In accordance with the Sunshine Law of Florida, these meetings will be open to the public.

NOTE: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board, agency, or commission with respect to any matter considered at a meeting or hearing, the person will need a record of the proceedings, and that, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Conforme con la sección 101.68(2) de los Estatutos de el estado de la Florida, si un elector o un candidato presente cree que una papeleta electoral enviada por correo es ilegal debido a un defecto aparente en el certificado de votante o en la declaración jurada del voto por correo, puede en cualquier momento, antes de que la papeleta sea retirada del sobre, debe presentar a la junta de escrutinio su protesta en contra del escrutinio de tal papeleta, especificando el precinto electoral, el certificado de votante o la declaración jurada del voto por correo y la razón por la que creen que la papeleta es ilegal. Una impugnación basada en un defecto del registro del elector o en la declaración jurada del voto por correo no será aceptada después que la papeleta ha sido retirada del sobre postal.

La Junta de Escrutinio de la Ciudad de Orlando llevará a cabo la duplicación de las papeletas de voto por correo recibidas para la Elección Especial de la Ciudad de Orlando del 21 de mayo de 2024 para el Comisionado Interino del Distrito 5, que no puedan ser leídas adecuadamente por el equipo de tabulación automática del sistema de votación, de conformidad con los requisitos del Capítulo 101 de las leyes electorales de Florida, el día de las elecciones, 21 de mayo de 2024, a las 6:00 p.m., continuamente y hasta obtener los primeros resultados no oficiales.

Las reuniones son condicionales y están sujetas a cambios. Si es necesario que la Junta se reúna en fechas y horarios no publicados, la hora, fecha y el lugar serán publicados en la oficina del Supervisor de Elecciones y/o en el sitio web del Supervisor de Elecciones y/o en el sitio web de la Ciudad de Orlando y anunciado al concluir la reunión precedente. NOTA: La sección 286.0105 de los Estatutos de el estado de la Florida establece que si una persona decide apelar cualquier decisión de la junta, agencia o comisión con respecto a cualquier asunto considerado en una reunión o audiencia, la persona necesitará un registro de los procedimientos y que, para ello, necesitará asegurarse de que se haga un registro literal de los procedimientos, los cuales incluyen el testimonio y evidencia sobre los cuales se basará la apelación.

NOTICE OF PUBLIC TEST OF VOTE TABULATING EQUIPMENT

Pursuant to F.S. §101.5612(2), the Supervisor of Elections shall have the automatic tabulating equipment publicly tested to ascertain that the equipment will correctly count the votes cast for the Office of Interim District 5 Commissioner for the City of Orlando. Testing of equipment to be used on Election Day, during Early Voting, and to tabulate Vote-by-Mail ballots will be held on the dates and times given below.

Testing will be conducted at the Orange County Supervisor of Elections Office 119 West Kaley Street, Orlando, Florida. All members of the public are encouraged to attend.

Today, pursuant to Chapter 2, Section 1 of the City Charter, I am calling the Special Election for District 5 Interim Commissioner to be conducted on Tuesday, May 21, 2024, which is within the time period required by the City Charter. Staff has confirmed this date with the Supervisor of Elections and obtained the required consent.

At the Special City Council Meeting today at 10:00 a.m., the City Council will be asked to approve a Resolution setting the qualifying period and approval of the contract with the Orange County Supervisor of Elections for this Special Election. The City Clerk’s Office will also provide a Summary Sheet of election and qualifying dates at the meeting. In addition, the City Council will be asked to appoint Commissioner Robert F. Stuart and Commissioner Patty Sheehan as Canvassing Board members for this Special Election.

MAYOR’S PROCLAMATION

2024 CITY OF ORLANDO SPECIAL MUNICIPAL ELECTION

FOR DISTRICT 5 INTERIM CITY COMMISSIONER

WHEREAS, On April 1, 2024, Ron DeSantis, Governor of Florida, issued Executive Order 24-63, suspending District 5 City Commissioner for the City of Orlando, Regina I. Hill, pursuant to Article IV, section 7(c) of the Florida Constitution and Section 112.51, Florida Statutes, due to criminal charges brought against her.

WHEREAS, on April 8, 2024, under the Laws of the State of Florida, the Charter and the Code of the City of Orlando, Florida, I, Buddy Dyer, Mayor of the City of Orlando, called a Special Municipal Election to be held on Tuesday, May 21, 2024, with a Run-Off Election on Tuesday, June 18, 2024 (if necessary) to elect an Interim Commissioner to temporarily fill the District 5 City of Orlando Commission seat.

WHEREAS, the individual elected for the District 5 City of Orlando Commission seat will begin serving after being elected and will serve until the criminal case involving Regina I. Hill is resolved or until the current term ends.

WHEREAS, pursuant to Resolution 240408A01 dated April 8, 2024, the City Council set the Qualifying Day for the May 21, 2024 Special Municipal Election from 8:00 A.M. to 5:00 P.M. on Tuesday, April 16, 2024 (1 day).

WHEREAS, the City Council Resolution dated April 8, 2024, announced that for any candidate seeking to have the qualifying fee waived pursuant to Section 21.07-1 of the Orlando City Code, signed petitions must be submitted to the City Clerk before noon on Monday, April 15, 2024, for the office sought along with payment to the City of Orlando for verification of signatures, in addition to satisfying other qualification requirements.

NOW, THEREFORE, I, Buddy Dyer, Mayor of the City of Orlando, hereby do proclaim on this date that the 2024 Special Municipal Election will be held on Tuesday, May 21, 2024, with a Run-Off Election on Tuesday, June 18, 2024 (if necessary) and that this proclamation shall be published in a newspaper in the City twice prior to said Special Municipal Election.

PARA COMISIONADO INTERINO DEL DISTRITO 5

CONSIDERANDO QUE, el lunes 1 de abril de 2024, el gobernador del estado de la Florida, Ron DeSantis, emitió orden executiva 24-63, suspendiendo a Regina I. Hill, comisionada del Distrito 5 de la Ciudad de Orlando. Según el Articulo IV, sección 7(c) de la Constitución del estado de la Florida y sección 112.51, de los Estatutos del estado de la Florida, debido a los cargos criminales contra ella. 

CONSIDERANDO QUE, el lunes 8 de abril de 2024, bajo las leyes del estado de la Florida, los Estatutos y el Código de la Ciudad de Orlando, Florida, yo, Buddy Dyer, alcalde de la Ciudad de Orlando convoco una Elección Municipal Especial que se llevara a cabo el martes 21 de mayo de 2024, con una elección de segunda vuelta el martes 18 de junio de 2024 (si fuera necesario) para elegir un Comisionado Interino para ocupar temporalmente el puesto en la Comisión de la Ciudad de Orlando del Distrito 5.

CONSIDERANDO QUE, el individuo elegido para el Distrito 5 de la Ciudad de Orlando comenzará a servir después de ser elegido y servirá hasta que se resuelva el caso criminal que involucra a Regina I. Hill o hasta que finalice el mandato actual.

CONSIDERANDO QUE, conforme con la Resolución 240408A01 con fecha 8 de abril de 2024, el Concejo Municipal estableció el día de calificación para la Elección Municipal Especial del 21 de mayo de 2024 iniciando a las 08:00 hasta las 17:00 el martes 16 de abril de 2024 (1 día).

CONSIDERANDO QUE, la Resolución del Concejo Municipal con fecha del 08 de abril de 2024 anunció que los candidatos que busquen la exención de la tarifa de calificación conforme a la Sección 21.07-1 del Código Municipal de Orlando deben enviar las peticiones firmadas a la Secretaría Municipal antes del mediodía del lunes 15 de abril de 2024 por el puesto solicitado, junto con el pago a la Ciudad de Orlando para la verificación de firmas, además de cumplir otros requisitos de calificación.

POR LO TANTO, Yo, Buddy Dyer, alcalde de la Ciudad de Orlando, proclamo en esta fecha que la Elección Municipal Especial 2024 se llevará a cabo el martes 21 de mayo de 2024, con una elección de segunda vuelta el martes 18 de junio de 2024 (si fuera necesario) y que esta proclamación debe ser publicada en un diario de la ciudad dos veces previos a dicha Elección Municipal Especial.

EN FE DE LO CUAL, suscribo la presente y fijo el sello de la Ciudad de Orlando este día 8 de abril de 2024.

After December 31, 2022, all vote-by-mail requests expired. If you would like to receive a vote-by-mail ballot for the upcoming Municipal Elections or any other elections through the 2024 election cycle, you will have to submit a new vote-by-mail request through the Orange County Supervisor of Elections.

Pursuant to Florida Statutes 101.6104 and Florida Statutes 101.68(2)(c)4, if any elector or candidate present believes that a vote by mail ballot is illegal due to a defect apparent on the voter’s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate may not be accepted after the ballot has been removed from the mailing envelope.
